Chief Change Officer
Planned Parenthood Federation of America (PPFA) is the nation’s leading women’s health care provider, educator, and advocate, serving women, men, teens and families. For over 100 years, PPFA has done more than any other organization in the United States to improve women’s health and safety, prevent unintended pregnancies, and advance the right and ability of individuals and families to make informed and responsible health care decisions.
Planned Parenthood Federation of America (PPFA) is working with a group of 33 affiliates, who refer to their collective efforts to work together to transform and change as “Stronger”. This group is represented by a Change Leadership Committee. This Committee seeks a dynamic and effective Chief Change Officer to lead the Change Office for Stronger (the change office that will work with these 33 affiliates). This work will include further designing, implementing, and adapting the Stronger vision, including five priority action initiatives. This role will work with the Change Leadership Committee of Stronger to proactively identify opportunities for affiliate engagement in each of these initiatives.
The Stronger Change Office will be led by the Chief Change Officer and will consist of a Manager/Director, and a Senior Data Analyst leading the implementation of the set of initiatives agreed upon by the Stronger Change Leadership Committee. The Stronger Change Office will allocate resources to advance the work, ensure integration of the initiatives, provide oversight for Stronger Affiliate Project Teams implementing the initiatives, and identify and mitigate associated risks. The Stronger Chief Change Officer will lead the Change Office team in implementing and adapting the Stronger vision while regularly communicating and coordinating with all stakeholders, including the 33 Stronger affiliate CEOs, staff, and board members; as well as the other Federation affiliate CEOs; and PPFA staff and board members.
The staff in the Stronger Change Office will work closely with the Change Leadership Committee and Stronger Project Teams during each of the initiative’s detailed design phase and implementation processes. Note that the Stronger Change Office’s initial scope of work will focus on implementing five Stronger initiatives on behalf of participating affiliates, in coordination with Federation stakeholders. It is possible PPFA and the Change Leadership Committee could expand the scope, as appropriate.
DUTIES AND RESPONSIBILITIES
Work with the Change Leadership Committee to lead the 33 affiliates participating in Stronger in adapting and executing its vision and strategy.
Set and manage the overall timeline and cadence of initiative design and implementation activities.
Set and oversee the Stronger Change Office budget.
Set values and norms for the Stronger Change Office.
Manage the Stronger Change Office Manager/Director and Senior Data Analyst.
Build strong relationships with all stakeholders and unify senior leaders.
Ensure coordination between Stronger Project Teams, Stronger affiliates, and PPFA staff, involving the Change Leadership Committee where necessary.
Establish regular communication cadence with the other Federation change activities and their Design Lead.
Oversee meeting and communication cadences with the Change Leadership Committee, Stronger Project Teams, Stronger CEOs, Foundational affiliates, PPFA staff and board members, and other stakeholders.
Launch Stronger Project Teams: ensure each Stronger Project Team Lead has a clear mandate, the appropriate team needed to execute on the work, and the template/tools required.
Provide day-to-day support to Stronger Project Teams, in coordination with the Change Office Manager/Director: provide thought partnership, approve detailed design and implementation plans, ensure accountability for each Stronger Project Team, and assist teams in finding internal and external resources and supports, as needed.
Establish metrics (KPIs, milestones, and risks) and work with Stronger Change Office Manager/Director and Senior Data Analyst to build tools and processes to track progress.
Maintain frequent communication with Change Leadership Committee to communicate progress of Project Teams against work plans, budgets, and metrics; leverage Change Leadership Committee expertise and engage the Committee in key decisions, where needed.
Monitor decisions and risks and escalate to Change Leadership Committee, as necessary.
Design the overall Stronger funding model to determine funding required from multiple sources, including requests: the PPFA Board of Directors, Stronger affiliates (through membership dues and initiative-based costs), and external donor support, as needed.
Communicate funding obligations to Stronger affiliates and manage fund collection process.
Coordinate process to solicit external donor support, in conjunction with Stronger’s 33 affiliate fundraising teams, as needed.
Approve Stronger Project Team budgets (with agreement from Change Leadership Committee).
Monitor the return on investment of initiatives.
Ensure coordination of Stronger budget and expense planning with the PPFA Healthcare Division’s Senior Director of Strategic Program and Budget to ensure timely reporting and forecasting requirements are met.
REQUIREMENTS / TECHNICAL EXPERTISE
15+ years of professional and progressive management experience, including 8+ years of management experience leading complex projects and managing teams.
Track record of successful implementation of large-scale operational changes in complex environments.
Prior health care delivery experience, from inside or outside of Planned Parenthood.
Record of successful leadership in an industry experiencing disruption and innovation.
